With the CDPAP program, consumers have more control over who provides their care and how it is provided. A Medicaid program, the Consumer Directed Personal Assistance Program (CDPAP) provides an alternative way of receiving home care services. For traditional home care services the vendor, or agency, controls training and scheduling of aides. The “consumer” or the family member, friend or guardian directing care performs all these functions usually done by a vendor. Individuals eligible for consumer directed care include those suitable for services provided by a certified home health agency, a long-term home health care (waiver) program, AIDS home care program, or personal care (home attendant).

How Does CDPAP In NYC Work?

Once your eligibility is determined as well as the hours of services needed, the next step will be to find a Personal Assistant (PA). The PA(s) can almost be anyone the consumer wants:

A neighbor, friend, aide or even a family member. The PA does not have to be HHA Certified.

A parent, Spouse, or designated representative cannot be a PA. It’s very important that a consumer is comfortable with the individuals and that they can be trained to provide the self-directed care necessary.

HouseCalls Home Care is a fiscal Intermediary (FI), a company that has a contract with the Center for Medicare and Medicaid Services (CMS), we encourage our consumers to register two (2) Personal Assistants to avoid interruption in care in case of emergencies. However, if an emergency occurs where your Personal Assistant(s) would not be available for an extended period of time, we can help you set up Home Health Aide services.

WHO CAN BE HIRED AS THE CDPAP AIDE?

  • Be at least 18 years of age.

  • Be legally eligible to work in the United States and have a valid Social Security number.

  • Be interviewed and hired by House Calls Home Care Consumer.

  • Provide all necessary information to House Calls Home Care to facilitate enrollment in the payroll and insurance systems.

  • Complete all required documents, in the manner prescribed by House Calls Home Care, with the assistance and direction of the Consumer.

  • Complete an annual health assessment including all locally required laboratory tests.

TIPS FOR HIRING A CDPAP AIDE!

  • Your PA should be someone that you can communicate with freely, honestly, and respectuflly.

  • You should choose someone who is able to commit to your scheduled hours and will respect your set time of service.

  • Your PA is technically your employee, be sure to hire someone that understands that you will be directing your services. Please understand that there is a fine line between being bossy and taking charge of your healthcare services.

  • Being able to receive the healthcare services you need are crucial to you living a happy and healthy life. Having a trustworthy and responsible PA can create a much more positive  experience. Be sure to hire someone you trust and you find to be responsible.

  • HouseCalls Home Care is a Fiscal Intermediary for CDPAP; we do not administer the program. HouseCalls provides training to consumers, although we refer to it as supporting our consumers. We provide training at intake and during our home visits. Training is provided on topics such as, but not limited to:

    1. How to post job ads and recruit qualified caregivers

    2. The basics of an employee interview process, red flags to look for when meeting potential employees, sample questions to ask during interviews, sample mock interviews, and how to proceed with a potential hire.

    3. Handling difficult employee – consumer interactions, with a focus on how to interact with different personality types and attempt conflict resolution.

    4. Termination of employment, with attention paid to making this potentially tricky situation pre palatable.

    5. Best practices related to home care. (These topics are elective and will empower the consumers who wish to train their own personal assistants on topics such as workers’ compensation, paid family leave laws, equal employment opportunity, and safe workplace practices.

Consumer-Directed Personal Assistance Program (CDPAP) is included in the “benefits package” for both Mainstream Medicaid Managed Care and Managed Long Term Care.

Medicaid Only:

If you have Medicaid and not yet enrolled into an insurance plan, HouseCalls Home Care will help in getting you enrolled.

Our knowledgeable staff will help in setting up all required nursing visits for proper assessment.

Once enrolled, the proper medical forms will be submitted from your Primary Care Physician to your plan. HouseCalls Home Care will personally help in acquiring your Physician’s Orders.

Medicaid and Medicare

Those with Medicaid and Medicare are required to enroll in MLTC program to obtain CDPAP. HouseCalls Home Care will help you in the application process.
